Executives and managers, typically accustomed to the mainframe application development processes, have seldom established their IS and IT departments as they would other business groups. It would be helpful if groupings within IS/IT operations were taken as seriously as other important business groups. There should be a separation between a designer role and the programmer role, between the architect and the project manager. Generally, programmers are expected to double as designers (and sometimes analysts, architects, testers, documenters, and so on). Also, executives and managers should consider breaking up the phases of the project so that each phase has realistic schedules tied to goals, instead of having one large goal for all the phases. This would give you the focus to concentrate on one project phase, instead of all of them. |
